The phrase "who the fuck you are" is not correct or appropriate for written English. It is an inappropriate and vulgar expression, and it should not be used in any formal written context. For example, it would not be appropriate to write the following in a cover letter, "I've been working in this industry for years, so who the fuck you are to tell me what I should do?".
