The earliest five temples were instituted by the head of the Buddhist church, a monk named Tanyao, about 460 ce; their construction was among the first acts of propitiation sponsored by the foreign Tuoba, or Bei (Northern) Wei, rulers (386 534/535) as a result of their persecution of Buddhism during the period between 446 and 452.
