The phrase "I truly am" is correct and usable in written English. You can use it to emphasize that something is true or an opinion is genuine. For example: I know it might seem crazy, but I truly am a huge fan of horror movies.
"Yes, I truly am".
I truly am the reflection of perfection".
And what a hack skier I truly am.
I truly am not that concerned about him.

Our first ancestors stood Descartes's axiom on its head: I don't think, thus I truly am.
