"at the level" is a correct and usable phrase in written English. It is usually used to indicate a certain height or depth. For example, "The water level rose to three feet at the level of the beach.".
They operate at the level of the private, not public.
"I haven't created television at the level I want.
The turnabouts began at the level of the players.
"Communications needs to be at the level of individual soldiers.
Simplification has occurred at the level of species diversity, too.
"That's my job to keep them playing at the level".
Trump is remaining at the level of persona.
