If you create resettlement schemes, people feel like there is a point to staying put in the Middle East, because in the long term this might lead to them being given a safe and legal passage to the West, and then they don't have to risk death in the rolling seas.
"Even if you are a genuine refugee, you would not get a resettlement opportunity earlier than you would have got it if you hadn't moved by boat," she told ABC News.
