"would have refused" is a correct and usable part of a sentence in written English.
It is used to talk about a hypothetical action that did not actually happen in the past. It implies that the person in the sentence had the intention of refusing something but for some reason, they did not follow through with it. Example: If I had known the truth, I would have refused to take part in the project.
