As Rugg explains the simplicity behind ParElastic is based on the premise that database architecture should be flexible, scalable and cost-effective without sacrificing one workload for the optimization of another.

This is with only two workloads used; as the number of workloads increases, the benefit of evaluating workloads singly instead of jointly becomes larger and the computational workload of the joint optimization rapidly becomes infeasible.
Also the migration of the same workload with and without optimization, VM's downtime (up to 88%) lower dramatically, with the acceptable overhead.
Critically, in so doing we have eliminated the dependence of the optimization problem across workloads, and we can optimally allocate energy across workloads without considering the cross product of application configurations across all workloads.
