An explosion that killed five Canadian tourists and two Mexican workers at a resort hotel in Playa de Carmen on Mexico's Caribbean coast was apparently caused by a buildup of gas from a nearby swamp, the authorities said.
Critics attacked the plan on several fronts: that it posed a threat to contaminate the aquifer; that the taxing district represented a giveaway to a private developer;, and that hotel workers at the resort would not be paid a "living wage".

"I think they know that employees must be compensated in a better way," said Ada Briceno, co-president of Unite Here Local 11, one of the unions representing workers at the resort.
Although only 15 workers at each resort attended the workshops and were provided with the printed materials, the workshop participants were encouraged to share the information within their departments.
