Legislation is in place, but questions of financing, insufficient number of qualified workers, training needs, and capacities have to be solved.
In 11 out of 22 facilities health workers described specific training needs for their staff, and most listed basic infrastructure problems.
Results suggested that pure distance learning is not an appropriate modality for pre-service training of health care workers, given the life-and-death nature of the work, the hands-on, practical skills orientation of health care worker training, and the need for socialization and integration into academic life of new students.
