With political and legislative will and limited funding, the government implemented a comprehensive program that included free registration periods, volunteer-led birth registration days, mobile registration efforts and community health worker integration [ 24, 34].
Practitioner attributes were seen as critical to the benefit of liaison: ' there's her experience,..... She's senior enough to.... to be able to make decisions and..........partly of course she has a very calming influence, because that's how she is.' Productive clinical case discussions were reported to be the key to both link worker integration and better outcomes.
There is a need for renewed political and policy commitments toward quality primary health care delivery, re-orientation of health care workers, integration of primary health care activities into other community-based development, improved management skills and effective coordination at all levels of the health system.
Abundant examples can be found of local authorities being innovative within current legislation: in their introduction of administrative personal assistants alongside social workers, their integration of drug and alcohol, mental health and domestic violence adult service workers into children and families teams, or the new inter-agency teams to tackle child sexual exploitation.
