It is not unusual then for between 40 and 60% of the children's social work workforce to be interim, short-term workers.
In 2014, around 37% of Buckinghamshire's children's social work workforce were from agencies, but by 2016 that number had been reduced to just over 20%.
At the request of child welfare system leaders, a third intervention was developed and implemented to train the social work workforce to use evidence-based principles in everyday interactions with caregivers (including foster, relative, adoptive, and biological parents).
"We're particularly good at recruiting newly qualified staff; we're particularly weak at retaining them for time, so we've got a lack of experience in our social work workforce," he said.
