This is indicative of a complex interplay between decentralization and the strength of the state: whereas a well-functioning state (proxied by GDP per capita) is necessary for decentralized provision of public good to work, well-functioning states also have the means to be more predatory against ethnic minorities than weaker states (Arcand and Tranchant 2012).
