If the program goes by the wayside, it will join the ranks of a number of effective stimulus programs that Congress has deemed unworthy of deficit spending, including a $2.5 billion work subsidy program that one Washington think tank estimated had created nearly 250,000 jobs.
Other interventions which have been evaluated are: publicity and education aimed at the general population; financial incentives (road tolls, work subsidy for not driving to work); improved public transport; and car pools.
Firms think twice about firing, and governments are keener to provide in-work subsidies if it means avoiding payouts to the newly jobless.
The latter comprises training courses, employment subsidies, temporary work in the community, and in some cases support for obtaining additional education.
And low earners would gain practically nothing, since a higher net income would reduce the in-work subsidy they receive from the government.
It is calling for a five-point programme: ■ a rebalancing of the economy in favour of manufacturing; ■ a selective short-time working subsidy to keep jobs and capacity intact; ■ more support for the workless, including training for older workers; ■ a bigger role for local government in economic regeneration; ■ a new priority for job creation.
They include creating a new tax credit for firms that hire more workers, investing more money in infrastructure to put unemployed construction workers back to work, providing subsidies for job sharing, and creating a national work-relief program for jobless youths modelled on F.D.R.'s Civilian Conservation Corp.
These include income and child care assistance for the poorest families, Transitional Medicaid for families moving from welfare to work, and subsidies to help low-income seniors afford health insurance.
We are particularly concerned with the almost $1.7 billion proposed cuts to three programs: CalWORKs (welfare to work), childcare subsidies and Cal Grants, because they will expose the most vulnerable people in our state to even deeper and continued poverty.
