In our set-up, no other contract but that without an asset allocation clause can credibly create an ex-post inefficiency.
Without a new allocation, these funds would come from the already tight budgets of funding agencies and universities.
As shown in Fig. 20, S-TDD will have a poor performance when the traffic demand is highly asymmetric, as then plenty of the time slots will be wasted without any allocations.

For eligible participants who meet all required eligibility criteria and provide written informed consent, the study KMD will open an opaque, sealed envelope in front of the participant at his or her bedside in the ED to assign the patient either to acupuncture treatment or to standard ED management without acupuncture (allocation at a 1 1 ratio; figure 1).
For instance, as for constraint (iii), one request was to maintain a reasonably realistic training capacity without excessive allocation of grants in a given year.
Some rough approximation of this seems like a good place to end up this year, as it both brings her into the process and gets us closer to our goal of an ideal allocation without necessarily bickering over the last few percentage points.
