The agreement comes after months of tense negotiations and comes as Justice Department continues to negotiate a similar settlement with rial Bank of America.
"Just nine months ago, I used to go to the market with 120,000 rials in my pocket and come back home with a basket of vegetables, fruits and staples but now for [the] same items I have to pay 300,000 rials".
Payment was being made in oil or with Iranian rials, which readily circulate in western Afghanistan.
Western and Afghan officials, as well as traders in Afghan money markets, said that a number of Iranians had started seeking to buy dollars and euros with their rials as American and European sanctions tightened over the past year.
