The trouble with morality arises because the will is determined by evil desires, in particular, lust, ambition, and avarice.
So Locke's E1 view is that the will is determined by what appears to us to promise pleasure and avoid pain.
God's will is determined by his infinite wisdom and goodness, which compel him to choose to create the best possible world.
