And while EU conditionality has focused overwhelmingly on ICTY co-operation, rather than justice delivered through domestic courts, the vast backlog of domestic cases continues to pile up, and incomplete vetting of postwar judiciaries has understandably failed to foster faith in the rule of law.
While this conditionality posed a considerable challenge for state and municipal education boards, especially with respect to acquiring the staff needed to clean and prepare foods [ 15], this conditionality helped ministry of health officials achieve their policy objective [ 15].
From a German perspective, Merkel had given in to demands from the eurozone periphery for even more of their money while weakening the strict conditionality on which Germany had always insisted.

The latter are generally less interested in policy conditionality and more focused on infrastructure, while the former have a strong tendency to conditionalise aid, while focusing, at least in the MDG era, on social sectors.
The logic is that conditionality will ensure that countries are solvent, while OMTs will restore trust to a market that has broken down because investors fear that the countries concerned will exit the eurozone.
The YMCA says in its report: "While there is recognition among YMCAs and young people that conditionality is an important element of any benefit system, the way it is being administered and the focus on punishing perceived 'bad behaviour' over rewarding those doing the right thing is having a detrimental effect on the wellbeing of young people".
Now the idea is to "streamline" conditionality, by reducing the number of specific conditions imposed on a country, all the while making them more effective, if not more popular.
While it is generally agreed that signs for negation, conjunction, disjunction, conditionality, and the first-order quantifiers should count as logical constants, and that words like "red", "boy", "taller", and "Clinton" should not, there is a vast disputed middle ground.
