The union is negotiating with the Environmental Contractors Association, which represents more than 30 companies.
The LGA, which represents more than 370 councils, found that developers are taking longer to complete developments.
Both protests were criticised by the Federation of Poles in Great Britain, which represents more than 60 Polish member organisations.
The National Association for Sport and Physical Education, which represents more than 18,000 teachers and professors, has condemned dodgeball.
The agreement must be voted on by members of the union, which represents more than 50,000 state workers.
The New York Taxi Workers Alliance, which represents more than 2,000 drivers, is also opposed to the credit system.
And the International Brotherhood of Electrical Workers, which represents more than 14,000 workers, needs to ratify its own agreement.
The California Medical Association, which represents more than 34,000 doctors in the state, gave the proposed overhaul mixed reviews.
It's a Swedish initiative set up by trade union Unionen, which represents more than half a million workers.
But for now, information technology -- which represents more than half of all business capital investment -- will remain the engine.
"It's really a question of policy, that's what's driving this," said Marc Lackritz, president of the Securities Industry Association, which represents more than 650 securities firms.
