But the taxpayers are on the hook for any projects that go bust, and Congress should scrutinize them more carefully to determine the risk of failure and whether the projects truly deserve our backing.
But, once the money was spent, they didn't always assess whether the projects had, in fact, turned out to be important, or whether the solutions that ought to have worked had solved the urgent problems or not.
