Japan's claim to commercial whaling as a cultural expression is surely a shaky one, since it only began large-scale whaling in the 20th century – but it was taught to them by European whalers.

At the IWC's meeting this year, for instance, Britain's fisheries minister, Elliot Morley, claimed that there were "no reliable stock estimates to suggest an abundant whale species", thus contradicting the IWC's own scientists, who have endorsed the pro-whalers' estimates for the minke population.

To be against the utilisation of an abundant stock is not environmentalism .The anti-whalers supplement their environmental objections with policies based on notions of animal welfare or animal rights.

One argument that excites the anti-whalers is that whales are endangered, and that whaling therefore threatens their extinction.

Japan would be allowed to hunt 120 minke whales in its coastal waters as a sop to local sentiment in four ports.Green activists and anti-whaling countries are calling the deal a victory for whaling nations, but pro-whalers certainly do not see things that way.
