In this study, we investigate preferences for job attributes among students training to join four health worker cadres in Uganda, identified by the Ministry as being essential to a well functioning health facility that can provide primary and secondary health care: 1) medical officers, 2) nursing officers, 3) pharmacists and 4) laboratory technicians.

Lastly, there is limited research on the essential management characteristics associated with well-functioning facilities in LMICs.
Along with access to skilled attendance at birth, universal access to EmONCis considered essential to reduce maternal mortality and this requires that all women and newborns with complications have rapid access to well-functioning facilities [ 17].
However, our selection criteria followed a critical case sampling: if accountability insufficiency related to poor health providers' attitudes could be found at these particularly well-functioning facilities, then it was likely that the same accountability problems would exist at other health facilities that were less efficient with the current poor functioning regulations for health services.
