'Profoundly negative outcomes' – Benefit sanctions are not effective in getting people into work and are more likely to drive people into poverty, a study of "welfare conditionality" in the UK has found.
Initial findings from a major five-year academic research study led by the University of York into the effectiveness of sanctions presented to MPs earlier this month [14 July] reported that despite widespread political support for increased welfare conditionality "the key issue of its effectiveness in changing and sustaining behaviour remains largely unanswered".

All 10 witnesses agreed conditionality in welfare was necessary; but all also said - including the Department for Work and Pensions' (DWP) independent reviewer of sanctions, Matthew Oakley - that it was time to review the effectiveness of the current arrangements.
The former is characterized by a strong emphasis on the conditionality of welfare benefits, where the relationship between rights and duties is redefined by introducing a closer link between income maintenance schemes and employment-promoting measures (Johansson & Hvinden, 2007).
For instance, from the right, Policy Exchange has floated a number of options for reinstating a link between contributions and benefit receipt: stronger conditionality for those without a contribution record; higher benefit levels for those who have made contributions; and personal welfare accounts in place of collective and redistributive national insurance.
It is also likely to have a series of tough messages on welfare, including the need for clear conditionality on benefits and, if possible, an extension of the contributory principle whereby payments that a citizen receives from the state are more clearly linked to what they put in.
This was highlighted by the establishment of a welfare fraud hotline and a complementary conditionality three months later, in which anyone convicted of welfare fraud would run the risk of being given a lifetime ban from the program.
The conditionality of child benefit payments on education has had some success in other countries, however.
The Trussell trust reveals, powerfully, an inconvenient truth: that welfare cuts (bedroom tax, the benefit cap), welfare reform (sanctions and increased conditionality, and local welfare) and bureaucratic inefficiency (benefit delays) cause hundreds of thousands of people on low-incomes to go hungry and become dependent on emergency food aid.
