Detective Herlihy, a member of the warrants unit, was shot in the left bicep on Tuesday afternoon as he tried to apprehend a shooting suspect on a subway platform on 145th Street in Hamilton Heights.
"Operation C.W. Marketing" was a two-week sting operation that began in early September, when investigators with the sheriff's Central Warrants Unit sent invitations to the last known addresses of 10,000 offenders wanted on warrants asking them to test new home electronics and offering $75 in cash and the device being tested in exchange for feedback, according to the Chicago Sun-Times.
The local police, the A.T.F., the F.B.I., and the U.S. Marshals Service all had special warrant units, using computer-mapping software, cell-phone tracking, and intelligence from every conceivable database: Social Security records, court records, hospital-admission records, electricity and gas bills, and employment records.
With nine detectives, the Warrant-Fugitive Unit is responsible for making arrests once warrants are issued by the county courts.
Lt. James Palanzo, who heads the Warrant-Fugitive Unit, said Mr. Doncarlos's arrest was a testament to advancements in law enforcement in this post-9/11 electronic age that have made it increasingly difficult for fugitives to remain below the radar.
Using databases and working with agencies that include the United States Marshals Service, officers from the county's Warrant-Fugitive Unit reaped the reward of their persistence on Oct. 31 when, after Mr. Doncarlos was arrested in Las Vegas, they brought him back to the county jail, the police said.
Although the expansion is a large redeployment of officers, the department has reconfigured its warrant enforcement units several times in the last few years to improve efficiency.
But Iraqi arrest warrants for the unit's members have never been executed.

"HMNY will have the flexibility to publicly offer and sell from time to time common stock, preferred stock, debt securities, warrants, subscription rights, units or any combination of such securities," the company notes in a statement.
Under that law, a developer must expressly warrant — or guarantee — that a unit will be free from defects caused by poor work for one year; that the utility systems serving a unit are covered for two years; and that the structural elements of a unit are free from serious defects for six years.
