Nine hundred acres of undeveloped land south of the marina are expected to become the Playa Vista planned community with 20,000 residents living in apartments and condominiums, a 40-acre boat basin, three hotels and up to 1 million square feet of office space.
Just south of San Diego, the city of Chula Vista has plans for a binational university and innovation district, with a focus on cross-border opportunities.

It was subsequently decided that WinFS would ship after the release of Windows Vista, but those plans were shelved in June 2006, with some of its component technologies being integrated into upcoming releases of ADO.NET and Microsoft SQL Server.
Other Vista Internationals are planned for Washington and Philadelphia.
Vista said it planned to combine the British company, which makes software to help financial institutions run their risk-management and other back-office operations, with Turaz, one of its existing companies that makes trade and risk-management software.
With federal wildlife officials standing by their contention that Chula Vista's bayfront plan would harm three endangered species, elected officials this week are putting new pressure on the U.S. Army Corps of Engineers to approve a permit for a first stage of the project.
"It was a real and concrete project, but there was nothing to look at in that particular moment" except the pretty vista and some building plans, she says.
None the less, Vista users should be planning to migrate to something else.
Many Vista students do not plan to continue on for a four-year degree, or they may feel that the campus - only three blocks away -is unreachable.
Computer manufacturers and even some businesses were on track to receive Vista this year and many planned their holiday sales around the new product.
