David Cameron has admitted the NHS is under pressure and suffering problems caused by a surge in patients visiting accident and emergency units.
The higher degrees of spasticity were associated with increased need for clinic visits, accident and emergency attendance, hospital admissions, district nurse support, home care and specialised home equipment.
Charges for visiting accident and emergency would generate less income unless they were set at a higher level, as there are just under 22m visits a year and introducing fees could prove problematic, given the busy nature of departments.
An evaluation showed that those who had received this intervention had fewer unscheduled health service visits (Accident and Emergency, Out Patient Department and hospital admission) when compared to the control group.
About one quarter (25.3%) of all patients reported consulting their general practitioner because of their asthma during the past four months (excluding asthma review appointments), 3.4% reported they had visited Accident & Emergency (A&E) because of their asthma during the past four months but none reported having been admitted to hospital in the same time period.
These included 6-month mental and physical health scores, patient satisfaction and patient enablement, together with tests and investigations, prescriptions, contacts with the general practice, hospital outpatient visits, accident and emergency contacts and inpatient stays, focusing on those items attributed to the index consultation.
"The trust was admitting patients to wards after what should have been a routine visit to accident and emergency simply because appropriate social care couldn't be arranged in time to allow same day discharge," Bennett explains.
