"The present piecemeal and fragmented ordinance can only serve to sabotage the intention of providing recourse to victims of sexual violence," the statement said.
"This act would bar Syrian refugees, and refugees from other nationalities, from taking refuge in the land that was built on the premise of being open to people who are fleeing persecution and violence," the statement added.
"This ceasefire is critical to giving innocent civilians a much-needed reprieve from violence," the statement went on.
"There can be no justification for such acts of brutal violence," the statement said.
