Others view the initiative as little more than a marketing stunt by a media-savvy government, arguing that the City of God was only chosen because of its notoriety.
Samuel Buttrick, an airline analyst for UBS Warburg, agreed that demand for first-class seats on Northwest's domestic flights was not robust and suggested that "Northwest must view this initiative, at least against a soft business demand backdrop, as revenue positive".
In their view, the initiative serves to help eliminate "racial quotas" and race-based affirmative action programs.
"We view this initiative as a wonderful opportunity to reduce smoking in California and at the same time bolster healthcare services," said Dustin Corcoran, executive director of the California Medical Assn., which lobbies for doctors.
"In our view, this initiative is a first step that should inspire other States," Ms. Barzach said.
Daniel L. Doctoroff, who served as Mr. Bloomberg's deputy mayor for economic development, said it was naïve to view the initiatives in the short term.
Another Yemeni official, who spoke on the condition of anonymity because negotiations were continuing, said that the administration viewed the initiative as "positive" as long as "some modifications are accepted".
The company, a division of the Warner Brothers Entertainment, part of Time Warner, views the initiative as a chance to increase its library of intellectual properties, which can be lucrative as films, television shows and toys.
