Since the mid-nineteen-nineties, she and Gwinn have travelled the country holding trainings sessions that cover anatomy, investigation, prosecution, and victim safety in strangulation cases; Gwinn estimates that they've trained more than fifty thousand people.
We also know that some victims dial 999 and do not get any protection, despite the Acpo policy and procedures for responding to domestic violence that, if followed, should provide a high-quality response that prioritises victim safety.
Deborah McIlveen, policy and services manager at Women's Aid, said: "Despite all that is known about rape and sexual violence, the justice system still fails to hold most rapists to account and so fails to deliver victim safety, public protection and management of perpetrator risk.
"We recognize information sharing, when authorized by a victim, may increase the effectiveness of service delivery, victim safety, and offender accountability.
"We are hopeful that this new comprehensive, collectively-bargained policy will deter future violence, promote victim safety, and serve as a step toward a better understanding of the causes and consequences of domestic violence, sexual assault, and child abuse".
