"It's obviously very difficult for the council to communicate exactly what had happened given the short notice, but I think it's now important that we have a full and open discussion to allow people to know exactly what is going on".
EU sources predicted a "very difficult" meeting at the council, where ministers traditionally vie to appear strong in defence of their domestic fishing industries.
Mr. Lewis said that without Mr. Haas's guidance, it would have been very difficult for the the council to establish the project.
Joanna Spicer, chair of the authority, said: "One of the reasons we made the very difficult decision about our council tax is so that the total number of officers in Suffolk doesn't fall too low.
"We acknowledge that libraries are important to some in our communities, but this must be seen in the wider context of the very difficult issues that face the council".
While she said she was pleased with the progress she had made on diversity and inclusion issues, she said the structure of the FA board and the FA council make it very difficult to force through even modest governance changes that would bring the organisation into the modern era.
The judges said that although Balls's action had put the council "in a very difficult position" there was no urgent reason to have rushed to a decision to terminate her employment, a process the judges said was "tainted by unfairness".

Without a requirement for parents to notify councils "it is very difficult for local authorities to carry out their duties to ensure that children are receiving a suitable education," he said.
He recalled regularly "going home, late in the evening after long, intense difficult, emotionally challenging meetings with officers, talking about the detail of what we were going to have to cut … it was very, very difficult … Being the leader of a council in those circumstances is a lonely place to be".
