Lewis points out that if valuing were just believing, there would be "no conceptual reason why valuing is a favourable attitude" (Lewis 1989: 115).
Valuing is internal; you can't impose caring about something, or believing it, from the outside.
Valuing is an act of meaning giving or creation and is therefore an intentional act.
The act of valuing is not an intellectual act, but an act of the "heart," i.e., an emotional act.
I think it avoids the problem of self-conceit, because it does seem that what you end up valuing is not yourself simply as such, but yourself qua rational agent.
Only when a valuing is subjected to evaluation or appraisal, when the question arises whether (one ought) to value (seek, hoard, gobble up) ice cream, does the child formulate a value judgment proper, as an answer to the question (TV 208 9; VORC 84 6).
