"value scale" is a correct and usable expression in written English.
You can use it to refer to a range of values or qualities that exist between two extremes, such as a scale of 1-10 to measure how satisfied a customer is with a product or service. For example, "We used a value scale of 1-5 to measure customer satisfaction in our survey."
