They were usually phrased as, "Have any of the items you are traveling with been out of your immediate control since the time you packed them?" and, "Has anyone unknown to you asked you to carry an item on this flight?" Officials said that the requirement no longer had value for security and that airlines were free to discontinue it immediately.
"During his four years at the White House, he's been clear in backing up the president's insistence that we can't trade our values for security," she said.
Similar to r i, s i and e i are the mapping values for security and service risks respectively (see Table 7).
This sort of accounting is, in theory, a better measure of value for marketable securities, such as bonds, shares and derivatives.
Goldman countered that it was owed even more, while also resisting consulting with third parties to help estimate a value for the securities.
Asked why Goldman accepted full value for the securities, which were valued on the open market at far less, Mr. Viniar said Goldman had a commercial contract with A.I.G. and was "not in a position to take a loss".
But by Thursday, Nick Ashooh, a spokesman for AIG, said a $35.0 billion company set up by the insurer and the Fed to resolve the issue would pay face value for the securities.
"While it is important that taxpayers receive fair value for these securities, it is equally important that the principal objectives of TARP, namely a stable financial system, be realized and sustained," Sununu wrote, though he still concurred with the report.
Even those few funds that would be subject to the rule would be able to use an existing S.E.C. rule that usually lets them assume market prices are equal to par value for any security that will mature within 60 days.
But how do you decide "fair market value" for each security?
