The situation was particularly galling, the officials said, because apart from Mr. Farnood and Mr. Fruzi, the other "high-value beneficiaries" — each of whom still owes at least $5 million to the bank, Kroll estimates — have yet to face any legal action.
"As a result, some plans changed their bids to produce more value for beneficiaries".
"It was not a good business for us, and we didn't think it was a good value for beneficiaries either," Mr. Bykerk said.
"Medicare Advantage plans are offering an average of approximately $1,100 in additional annual value to beneficiaries in terms of cost savings and added benefits," said Kerry N. Weems, the acting administrator of the Centers for Medicare and Medicaid Services.
A second benefit, says this specialist, is that "by having the trustees borrow funds at the trust level to make investments that pay off, the settlor is, in effect, creating value for beneficiaries without actually making a transfer to the trust that could be subject to gift tax".
"If our industry could find a way to create a compensation system that provides personal financial reward for results -- as is found in for-profit businesses -- it could radically alter the approach to delivering value to beneficiaries," said one programme manager, who declined to be identified.
The project interventions that were implemented in response to humanitarian emergency were of great value to beneficiaries.
The results suggest insulin users claim more test strips than non insulin users with the highest mean value for beneficiaries receiving only insulin therapy.
A systematic approach would help establish a more continuous process of building knowledge about what works and what does not work, as well as to identify how to help shift investments to areas that would generate greater value for beneficiaries.
Moreover, the estimated value of beneficiaries' time in tending the garden (163,412 EUR in Table 3) is nearly balanced out by their estimated income from vegetable sales (138,272 EUR).
This example illustrates the potential sensitivity of MCA (and all benefit aggregation schemes) to exactly which metrics are included in the analysis – particularly when those metrics are highly valued by beneficiaries or are likely to result in significant tradeoffs with those metrics that have already been included.
