The Gleneagles commitments went further, stating that developed countries "should improve the utilisation of our preference schemes by ensuring that rules (particularly rules of origin) are transparent and simple to follow and do not inadvertently preclude eligible developing countries from taking advantage of those schemes".
Access to the intervention at an early stage in the treatment trajectory was important to effective utilisation, as were individual preferences for delivery of information.
