But Mr. Rowland, like lawmakers, also uses the committee to his advantage, frequently citing its investigation to buffer against answering reporters' questions about the scandal.
Feinstein often uses the committee to bolster the tools that spy agencies say they need to protect the country, and Wyden has been increasingly concerned about privacy rights.
And while he sometimes used the committee to keep the opposition at a disadvantage, some Republican lawmakers grudgingly praised him for keeping them informed and not shutting them out of debates altogether.
Activists fear China will use the committee to screen out candidates it disapproves of.
"Rather than trying to manufacture rows in this way, the opposition focus should be on using the committee's time to make sure the NHS is delivering the best possible care for the whole of Wales".
