'user outcomes' is correct and usable in written English.
You can use it whenever you need to describe the anticipated or desired goals of a specific user or users in a given context. For example, "When designing the new app, we kept user outcomes in mind as our top priority."
No wonder Amyas Morse, head of the NAO, says: "The department now needs to gain a better understanding of the different ways to commission personalised services for users and how these lead to improvements in user outcomes".
