The phrase "us capita" is not correct and does not make sense in written English.
It seems to be a misinterpretation or misspelling of a term, possibly intended to refer to "per capita," which is used in contexts involving averages or rates per person. Example: "The income level in the region is high, with a per capita income that exceeds the national average."
