"We are working with waste water discharge companies to make sure they do whatever they need to do to upgrade the quality of waste water," Mr. Hsueh said.
It had some limited positive impact on waste disposal, with reports of several upgrades to waste management equipment.
The focal issue was designing a clean water and sanitation system (upgrading of the drainage system, waste collection, and treatment) with community contributions, without stressing household incomes.
