The current legislation that governs chemical regulation, the Toxic Substances Control Act, has not been updated since it was passed in 1976, and its requirements have restricted EPA's ability to regulate chemicals.
To make matters worse, the laws governing toxic substances may also be outdated: the Food, Drug and Cosmetics Act has not been updated since it was passed in 1938, and the TSCA hasn't been updated since 1976.
"On a practical level, Tumblr is very easy to update, since it can be done on the phone via the mobile app.
Moreover, the building, designed by Eliel Saarinen, hadn't been updated since it opened, in 1942, leaving it "no longer adequate to create a proper conservation or display environment," said Reed Kroloff, the academy's director.
