Another unworkable requirement, that each school show annual progress, has already been dropped by House and Senate conferees after statisticians showed that almost every school in the nation would fail.
In a move neither actively sought by nor much discussed within the industry's trade association, Pharmaceutical Research and Manufacturers of America, the F.D.A. opened a vast and untested venue for drug companies' marketing departments by freeing TV drug ads of the previously unworkable requirement that they painstakingly detail side effects.
The two countries said such a requirement would be unworkable, requiring different strains that are now intermingled to be segregated and tracked from field to dock.

Massachusetts, which used to have the highest percentage of special education students in the nation, last year tightened eligibility requirements and changed a state law that required schools to provide whatever services would allow the "maximum possible benefit" -- a task many schools said was unworkable.
