Twenty-six states now at least partly fund colleges and universities based on performance measures, such as whether students graduated on time, and 10 more states are developing such funding formulas, according to an HCM Strategists report.
The report, entitled Hidden Discrimination: Title IX Religious Exemptions Putting LGBT Students at Risk, identified 56 colleges and universities based in 26 states that requested religious exemptions under Title IX since 2013.
