The renewable heat incentive (RHI) will reward households for each unit of low-carbon heat generated from solar thermal panels and other renewable heating systems such as biomass boilers and ground-source heat pumps.
The council's new rules, however, exclude towns that say they do not want any kind of new development and for the others require one unit of low-income housing for every 10 new market-priced homes and every 30 jobs that new commercial development creates.
Under the councilwoman's proposal, builders would get credit equal to two trip fees for every unit of low-income housing they build in conjunction with office and retail development.
All of these efforts are in the interest of husbanding a mini-empire that has developed about 5,000 units of low- and moderate-income housing.

Both reports suggested that the losses may soon outweigh the effects of Mayor Michael R. Bloomberg's efforts to build and preserve 165,000 units of low- and moderate-income housing by 2013.
