No one can be justified in believing (2b): all crows are black, without understanding that proposition, but any justification for believing that proposition would not rest solely on that understanding.
A plausible positive account of a priori justification says that a person is a priori justified in believing some proposition if, and only if, that justification rests solely on her understanding the proposition which is the object of her belief.
This same ability is exercised when reason "sees" that some proposition is true, or necessarily true, simply in virtue of the person's understanding the proposition.
Possessing those concepts, and understanding the proposition that contains them, explains why the person is justified in accepting that proposition even if it does not cause them to hold it.
This line of argument depends squarely on a concept of understanding a proposition, and its prospect for success awaits development of a theory of understanding.
