It is possible that someone may use this phrase informally in speech, but it would not be considered standard English. It is more common to use the phrase "uncontrollable for" in a sentence, such as "The child's behavior was uncontrollable for the babysitter." This means that the child's behavior was too difficult for the babysitter to control. An example of using "uncontrollable to" could be: "The urge to eat chocolate was uncontrollable to Jane as she gazed at the decadent display in the bakery window." This means that Jane could not control her desire to eat chocolate, which was caused by looking at the tempting treats in the bakery window. However, it would be more grammatically correct and common to say "The urge to eat chocolate was uncontrollable for Jane."
