Fire commanders have questioned why Captain Bosco was cited for failing to complete a type of inspection that is often not done, particularly in hazardous settings.
Although the department still conducts some of these inspections, the grading system introduced a new type of inspection for the purpose of resolving a restaurant's grade.
"This is a very opportune time for that type of inspection, because it's hopefully going to give the public assurance that the people running the plant are going to run it well," Mr. Kansler said.
