The overall measurement of satisfaction was significantly right-skewed, as expected from this type of measure.
"Clearly, when you take this type of measure, you do not do so with satisfaction," Mr. Remes said.
The government wants to replace antisocial behaviour orders (asbos) with a new type of measure, an ipna (injunction to prevent nuisance and annoyance).
But while the new export tax will lead to a much needed surge in government revenues, it is not the type of measure that meshes with the free market, noninterventionist gospel the fund preaches.

"It will be up to each member state wanting to make use of this 'opt-out' to develop this justification on a case-by-case basis, taking into account the GMO [genetically-modified organism] in question, the type of measure envisaged and the specific circumstances at national or regional level that can justify such an opt-out," the draft said.
The latter type of measure is an application of a tax progressivity measure.
Albeit widely, this type of measure does not allow flexibility in the assessment process.
The former type of measure has simple structures and has been investigated widely by many researchers.
