When the heterogeneity is not modeled, the quarterly numbers put a larger weight on people with lower transition rates, so perhaps the monthly numbers are more suited.
So the transition rate of the state (E_(4,1)) in the stage (E_3) is equal to the product of these rates calculated previously.
In addition, negative feedback does not change the transition rate from the OFF state to the ON state, so does not influence the dwelling time at the OFF state nor change the mean BF, referring to Figure 4(E).
