The proposal calls for more freight to reach the Island by rail, with a projection of three trains a day transferring freight to trucks, carrying 4,000 tons of freight daily by 2020.
This huge infrastructure project would consist of concrete dikes, new shipping terminals, new water-treatment facilities, maybe barge lifts to transfer freight, maybe the re-reversing of Chicago's wastewater flow so that it no longer goes south.
The float bridges that once lined the Port of New York were designed to transfer freight cars from waterside rail yards to barges called car floats, on which they were taken out to ships or to rail lines in New Jersey that connected with the rest of the country.
Another system for horizontal transfer of unit loads is the CarConTrain (CCT), consisting of a wagon that travels parallel with the track, equipped with arms for transferring freight horizontally [28].
At TNT, the large Dutch logistics company, contingency plans are already in place to transfer air freight to the road network.

Validations have shown that freight trains can indeed be added to the current metro system to enable freight to be transferred between Haymarket and the airport.
Trains would move freight cars into the proposed yard, where they would be unloaded and the cargo transferred to trucks for delivery on Long Island.
"The New York & Atlantic Railway transferred to the Long Island Rail Road two freight properties in Long Island City, Yard A and the Arch Street Yard, which are needed for early construction on the access project," Mr. Dolan said.
