Although juvenile crime has steadily declined in the United States over the last decade, there seem to be more and more calls for zero tolerance when it comes to children, for harsher penalties and, most disturbingly, for more transfer of accused children from the juvenile justice system to the adult criminal system.
But the Supreme Judicial Council rejected the request, saying that the law prevented the transfer of "accused and convicted persons to foreign countries".
She added that "cooperation is not limited to the transfer of one accused," but must include "access to information, documents and witnesses".
In February, a grand jury in Philadelphia indicted a church official on charges of child endangerment in connection with the transfer of priests accused of sexually abusing children, and it also indicted four men, including two priests and a former priest, on charges of raping or assaulting children.
Under another proposed rule, commanders would be given the authority to transfer those accused of sexual assault to another base during the pretrial phase of an investigation, to remove any chance of continued contact with the accuser.

And extradition treaties covering the US, UK and Sweden make it difficult to transfer people accused of espionage and other "political" crimes, presenting a challenge for the Department of Justice if it should seek to remove him to the US for trial.
They rejected the language in an amendment by Archbishop Elden F. Curtiss of Omaha, who called for the bishops to censure the actions of bishops who had "transferred priests accused of sexual abuse of minors from parish to parish".
Connecticut newspapers, including the Hartford Courant, reported that when he was bishop of Bridgeport he knowingly transferred priests accused of paedophilia to different parishes and postings.

Bishop Daily was a top aide to Cardinal Law and was involved in the transfer of several priests accused of sexual abuse in the Boston Archdiocese and in efforts to keep the cases quiet.
