New York City stands to end the fiscal year ending June 30 with a surplus of up to $5 billion because of higher than expected revenues from real estate transactions, capital gains, corporate profits and Wall Street bonuses, according to a report released yesterday by State Comptroller Alan G. Hevesi, left.
